How to make this step more adaptive
"The achievement of a good ecological state" has to be translated into measurable and achievable environmental goals. Controversial views on the desired environmental objectives and how they can be achieved may prevail. The choice of ,"reference conditions," as benchmark may have to be reconsidered given the expected impacts of climate change. What used to be a ,"normal river," in a given geographical area may no longer by so ,"normal," when influenced by major climatic changes. Such uncertainties need to be taken into account by selecting environmental objectives that are not static. Linking environmental objectives to the maintenance of ecosystem services, such as the provision of drinking water or recreational benefits would provide a more dynamic and systemic approach. The maintenance of ecosystem services requires that ecosystems adapt to changing environmental conditions. It integrates valuation from an anthropogenic perspective with an integrated view of ecosystem function.
Learning cycles help to make the management process more effective. They can be initiated at each stage of the planning cycle.
