How to make this step more adaptive
In this initial phase, various perspectives should be taken into account in an open and transparent manner. The involvement of stakeholders in this initial phase and also during all subsequent steps is pivotal to achieving the WFD's goals. The initial classification of water bodies imposes a strong framing on the whole following implementation process. An assessment of the current state should also take into account systemic characteristics, in particular resilience and adaptive capacity and the factors that influence them. Scenario analysis, an important tool for adaptive and integrated water management, is a valuable approach to be introduced already at this stage.
Learning cycles help to make the management process more effective. They can be initiated at each stage of the planning cycle.
