The identification of the problem is the basic step of any analysis. Each case study should start with an analysis of the status quo: are the water bodies in the river basin at (or above) good status? If not, then action must be taken to achieve good status. Also, does the prolongation of the status quo indicate that the good status will be failed in the future? This first analysis of the river basin needs a thorough knowledge of the river basin. It might be supported by modelling. (see 2.1 Identifiying the problem - p. 4, 6.1.1 Identifying the problem (upper River Kennet case study - p. 19)
